What decided it

The development would not cause harm to the character and appearance of the area as it would sit within an existing cluster of commercial and light industrial development, and the limited weight afforded to conflicts with the development plan policies regarding alternative locations and the settlement gap, combined with alignment with NPPF paragraph 84 on rural economic growth, justified allowing the appeal.
