What decided it
The less than substantial harm to the significance of the Heaton Moor Conservation Area caused by the replacement of historic roof materials and the insertion of a discordant modern dormer, combined with the failure to make adequate provision for recreation and amenity open space, significantly and demonstrably outweighed the modest benefits of providing one dwelling, even under the tilted balance.
Although paragraph 11(d)(ii) of the Framework is engaged due to the lack of a five-year housing land supply, the adverse impacts of harm to the conservation area and failure to provide recreation and amenity open space carry significant weight and significantly and demonstrably outweigh the modest benefits of housing provision on previously developed land.
