What decided it

The proposal would not meet the definition of self-build or custom housing under the Self Build and Custom Housebuilding Act 2015 and related PPG, as the detailed permission would allow designs to be built without the primary input of the initial owner into design and layout, and therefore could not benefit from the tilted balance even if engaged.

Although the tilted balance under NPPF paragraph 11(d) would be engaged by the Council's concession of a shortage of self-build plots, the proposal could not benefit from it because it would not constitute genuine self-build housing; the conflict with the development plan on location and character and appearance grounds therefore could not be outweighed.
