Main issues, as the Inspector framed them
- The effect of the development on the spatial strategy for the location of new development
- The effect of the development on the character and appearance of the landscape
- The effect of the development on the Walberton Green Conservation Area
- Flood risk
- The provision of affordable housing and infrastructure
What decided it
The development fails the sequential test for flood risk because there are other reasonably available sites in and around Walberton at lower risk of flooding, providing a clear reason for refusal that prevents the tilted balance from applying despite the serious shortfall in housing land supply.
The significant benefits of housing delivery and affordable housing provision, weighed against the moderate conflict with spatial strategy and limited harm to landscape character and conservation area setting, do not outweigh the full weight given to the failure of the sequential test on flood risk and the overall conflict with the development plan.
