What decided it
The proposal constitutes habitats development likely to have a significant effect on a European site (the Wye Valley and Forest of Dean Bat SAC) and therefore cannot be granted permission in principle under Article 5B(1) of The Town and Country Planning (Permission in Principle) Order 2017.
Although the Council cannot demonstrate a five-year housing land supply and there would be some economic and social benefit through housing provision, the habitat harm and conflicts with development plan policies provide clear reasons for refusal, and the limited scale of benefit does not outweigh the identified harm.
