The less-than-substantial harm to the listed building's setting and Conservation Area character was not outweighed by the claimed public benefits of housing supply, office provision, brownfield reuse, and soft landscaping, because the dwellings and offices were themselves unacceptable and the development was sequentially unsuitable for flood risk.
