Main issues, as the Inspector framed them
- effect of the proposal on pedestrian movements in Market Street, with particular regard to the strategic vision for the area
- whether the proposals include adequate provision for the necessary infrastructure directly required by the proposed development
What decided it
The modest scale of additional vehicular movements (35 in 12 hours, 3-4 in peak hours) relative to existing traffic flows (119-129 in peak hours) meant the proposal would not prevent pedestrian prioritisation or create severe highway impacts, thereby complying with development plan policies supporting town centre vitality and residential conversion.
The benefits of bringing a long-vacant prominent town centre site back into active use with 14 residential units and three retail units, contributing to town centre vitality and the Falmouth Town Centre Strategy, outweighed the concern about increased vehicular movements on a street subject to an Experimental Traffic Regulation Order, given the modest scale of additional traffic and the site's sustainable location with good access to services and public transport.
