The less than substantial harm to the character and appearance of the Padstow Conservation Area caused by the permanent loss of the traditional stone boundary wall and introduction of open parking outweighs the minor public benefits of the proposal.

The minor public benefits of reduced parking pressure and modest visual improvements do not outweigh the less than substantial harm to the conservation area, to which substantial weight must be given.
