What decided it

The Council's housing land supply deficit of 3.9 years engaged the tilted balance under paragraph 11(d) of the NPPF, and the site's compliance with the rounding off policy, combined with the absence of significant adverse impacts that would outweigh the housing benefits, tipped the balance in favour of allowing the appeal.

The adverse impacts of the proposal's location in open countryside and conflict with the spatial strategy of the development plan did not significantly and demonstrably outweigh the benefits of housing delivery and the presumption in favour of sustainable development, which weighed heavily in favour of allowing the appeal.
