What decided it

The isolated rural location of the site, away from any settlement and with no evidence of the building being redundant or disused, means the development fails to accord with both the development plan and the Framework, and the modest housing benefit does not outweigh this fundamental locational unsuitability.

The adverse effects of the development in terms of location and accessibility, which count significantly against the scheme, outweigh the modest positive weight of providing a single additional dwelling, such that the presumption in favour of sustainable development does not apply.
