What decided it

The material harm to the High Weald AONB provides a clear reason for refusal under Framework paragraph 11(d), displacing the presumption in favour of sustainable development despite the Council's inability to demonstrate a 5-year housing supply.

The modest social and economic benefits arising from jobs during construction, spending in local shops and housing delivery do not outweigh the material harm to the AONB and conflict with the development plan taken as a whole.
