What decided it

The harm to the character and appearance of the area, particularly the loss of landscaping and hard urban edge along the allotment boundary and conflict with Policy D9, outweighed the benefits of the scheme.

The benefits of the scheme, including housing delivery, affordable housing and footpath improvements, did not outweigh the significant harm to character and appearance and the lesser harm to biodiversity, and the resulting conflict with the development plan as a whole
