The proposal fails the sequential test for flood risk by not demonstrating that reasonably available alternative sites at lower risk do not exist, and it conflicts with development plan policies restricting housing development outside defined settlement boundaries.

The minor benefits of housing supply, affordable housing, reduced fly-tipping, and community and economic benefits were outweighed by the decisive conflicts with flood risk policy and location policy; the presumption in favour of sustainable development did not apply as the Council could demonstrate a 5-year housing land supply and flood risk is a protected asset under Framework paragraph 11(d).
