What decided it

The absence of a legal agreement to secure the RAMS mitigation contribution necessary to address significant harm to the integrity of the Blackwater Estuary and Benfleet and Southend Marshes Special Protection Areas.

The moderate benefit of one additional dwelling in a borough with only 2.32 years' housing land supply, together with limited economic benefits and neutral factors regarding design and living conditions, was significantly outweighed by the unmitigated significant harm to the integrity of the habitats sites.
