The proposal's compromised layout and loss of ancillary accommodation would significantly harm the future operational flexibility and viability of the public house, outweighing the identified benefits.

The adverse impact on the adaptability and flexibility of the public house significantly and demonstrably outweighed the benefits of the proposal (including housing delivery, economic benefits and no heritage harm) when assessed against the Framework as a whole, so the presumption in favour of sustainable development did not apply.
