What decided it

The original condition failed to distinguish between night and daytime brightness levels as recommended by the Institute of Lighting Professionals' guidance, and the appellant's proposed figures of 280 candelas per sq m at night and 2500 candelas per sq m during the day were justified and should be incorporated into a revised condition with automatic light sensing.
