What decided it
The less than substantial harm to the Conservation Area's character, appearance and archaeological interest, when weighed against the public benefits and assessed in the context of the strong presumption in s.72 of the Planning (Listed Buildings and Conservation Areas) Act 1990, could not be justified.
The public benefits of housing delivery, commercial floorspace and employment opportunities fell short of outweighing the harm to the Conservation Area, to which considerable importance and weight was assigned.
