The proposal's failure to provide a satisfactory mix of housing types and adequate living conditions for future residents, contrary to the recently adopted Local Plan policies CC24 and H12 which are supported by up-to-date evidence, outweighed the economic and regeneration benefits.
The benefits of bringing a vacant site back into use, regenerating the Baltic Triangle, generating employment, and providing additional housing for young people were outweighed by the significant deficiencies in housing mix and living conditions, which conflict with the recently adopted development plan.
