What decided it

The significantly reduced scale of the current proposal compared to the previously dismissed scheme, combined with the absence of a new access and the subservient appearance of the extension, meant that the development would not have the same harsh and conspicuous impact on the urban fringe location and would not erode landscape character to a harmful extent.
