The moderate harm to living conditions of future occupiers (inadequate external amenity space) was outweighed by the significant benefits of delivering nine dwellings in a sustainable location with good accessibility to services, efficient use of previously developed land, and associated economic and social benefits, in the context of a substantial shortfall in housing land supply.
