What decided it

The proposal conflicts with the spatial strategy and locational requirements of the up-to-date development plan, which does not support market housing development outside the developed footprint of a small village, and there is no material consideration of sufficient weight to justify a decision contrary to the development plan.

The modest positive contribution to housing numbers and limited social and economic benefits were outweighed by the conflicts with the development plan's spatial objectives and the moderately adverse harm to landscape character and the Area of Great Landscape Value.
