The contribution of up to two dwellings to housing supply was afforded moderate weight; no conflict with Framework policies was identified and no adverse impacts would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework as a whole, therefore the proposal benefits from the presumption in favour of sustainable development.
