The uncharacteristic siting, scale and size of the proposed buildings would cause less than substantial harm to the significance of the heritage assets and significant harm to the character and appearance of the area, which was not outweighed by the modest public benefits of the proposal, and the heritage protection policies in the Framework provided a clear reason for refusal notwithstanding the absence of a five-year housing land supply.
