The harm to the Green Belt by reason of inappropriateness and moderate loss to openness, together with insufficient contamination information, was not clearly outweighed by the limited benefits of housing supply and social and economic benefits, and the presumption in favour of sustainable development did not apply due to the clear reason for refusal provided by Green Belt protection.
