What decided it
The significant weight afforded to housing delivery benefits, supported by the Government's objective to boost housing supply, outweighed the limited harm arising from non-compliance with the communal heating policy.
The adverse impacts of granting permission, comprising limited weight harm from conflict with LP Policy SI3 on communal heating, did not significantly and demonstrably outweigh the benefits of housing provision (significant weight) and economic and social benefits (moderate weight), assessed against the Framework as a whole.
