What decided it

The failure to demonstrate through rigorous sequential site selection that no realistic opportunities exist to erect the installation in a location where its siting and appearance would be less harmful to the conservation area and park setting, combined with the unacceptable visual impact of the monopole in this sensitive heritage context.
