What decided it

The siting and appearance of the monopole would cause unacceptable harm to the character and appearance of the area by being unduly conspicuous and incongruous in the low-rise residential street scene, and this harm was not outweighed by the needs for installation at the proposed location given inadequate evidence of alternative site assessment.
