The proposal would be likely to have a significant adverse effect on the integrity of the Arun Valley European sites through increased water abstraction without demonstrated water neutrality, which is fatal to the appeal under the Conservation of Habitats and Species Regulations 2017.
The conflict with the Habitats Regulations and HDPF Policy 31 carries significant weight and brings the scheme into conflict with the development plan taken as a whole; the social and economic benefits of delivering two small dwellings do not justify a decision otherwise than in accordance with the development plan.
