the very weighty benefits of delivering 32 new dwellings on an allocated housing site, together with biodiversity net gain and economic benefits, outweighed the limited landscape harm and loss of trees and woodland, so the proposal accorded with the development plan as a whole and, in the alternative, the tilted balance favoured approval
