What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under NPPF paragraph 11(d)(ii), and the lack of any meaningful identifiable harm meant the presumption in favour of sustainable development applied.
The modest benefit of contributing one dwelling to housing supply, combined with the lack of identifiable harm, was not outweighed by the policy conflicts which were given reduced weight due to the out-of-date housing policies; the tilted balance favoured the proposal.
