Main issues, as the Inspector framed them
- The effect of the proposal on the living conditions for the occupants of 90 Ellwood Road (No.90), with particular regard to outlook, daylight, sunlight and private amenity space
- Whether the proposal would provide acceptable living conditions for future occupiers, with particular regard to private amenity space
- The effect of the proposal on the character and appearance of the area
What decided it
The unacceptable harm to the living conditions of occupants of No.90 through imposing outlook and significant overshadowing, combined with inadequate private amenity space for one of the proposed dwellings, could not be justified by the modest housing and economic benefits of the scheme.
The adverse effects of the proposed development, comprising unacceptable living conditions for existing and future occupants, significantly and demonstrably outweighed the benefits of housing supply and economic benefits when assessed against the Framework taken as a whole, despite the Council's inability to demonstrate a five-year housing land supply.
