What decided it
The material harm to the character and appearance of the area caused by the introduction of backland housing that conflicts with the established local pattern of development, which could not be outweighed by the modest housing benefits in the context of the Council's inability to demonstrate a 5-year supply.
The social benefits of housing delivery and the Council's lack of a 5-year housing land supply carried significant weight, but the adverse impacts on character and appearance (and in Appeal B, on neighbouring living conditions) significantly and demonstrably outweighed these benefits when assessed against the Framework as a whole.
