The modest benefit of approximately 3 additional homes to the housing supply was substantially and demonstrably outweighed by the substantial harm from loss of family housing contrary to policies S1, H1, H3 and H4 of the Newham Local Plan and the significant harm to the living conditions of occupants from inadequate internal accommodation standards.
