The adverse impacts of granting permission, namely conflict with Policy CS2, did not significantly and demonstrably outweigh the benefits of housing supply, brownfield reuse, biodiversity enhancements and economic benefits, such that the proposal benefits from the presumption in favour of sustainable development under paragraph 11d) of the Framework.
