The Inspector found that the identified benefits of the scheme, together with the absence of demonstrated harm on character, living conditions and highway safety, outweighed the limited conflicts with housing mix and space standard policies, so the proposal accorded with the development plan as a whole.
The substantial benefits of 29 net additional dwellings meeting identified housing need, brownfield reuse, habitat enhancement and economic benefits outweighed the limited conflict with Policies DM1.1, SP2.8, DM10.4 and D6, with no harm found on character, highway safety or living conditions, so the scheme was found to accord with the development plan overall.
