The housing, economic and environmental benefits were outweighed by the substantial harm to Green Belt openness by reason of inappropriateness, the less-than-substantial harm to the heritage asset, and the fact that a fallback planning permission would achieve similar benefits with less harmful effects, such that very special circumstances did not exist.
