The development would be isolated from any settlement and contrary to the HDPF's spatial strategy, and the adverse impacts of this conflict significantly and demonstrably outweigh the benefits of housing supply and sustainable construction, such that the presumption in favour of sustainable development does not apply.

The modest contribution to housing supply and the sustainability credentials of the dwelling were outweighed by the significant harm of locating an isolated new dwelling contrary to the spatial strategy and development hierarchy, even with a shortfall in five-year housing land supply.
