The adverse effects on character and appearance of the area and inadequate daylight levels for future residents of apartments 1 and 3 significantly and demonstrably outweighed the benefits of nine apartments in a location with housing supply deficit.

The benefits of nine apartments in an area with acknowledged housing supply deficit were significantly and demonstrably outweighed by the adverse impacts upon the character and appearance of the area and upon the future living conditions of residents of apartments 1 and 3.
