The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the benefits of housing delivery were found not to be significantly and demonstrably outweighed by the limited identified harm.

The limited harm to the character and appearance of the area and the associated policy conflicts did not significantly and demonstrably outweigh the scheme's benefits (principally housing delivery, given considerable weight) when assessed against the Framework's policies as a whole, so the presumption in favour of sustainable development applied and the appeal was allowed.
