The considerable public benefit of meeting the Council's statutory duty to provide self-build and custom housebuilding plots, as required by the Self Build and Custom Housebuilding Act 2015 and supported by the Framework, outweighed the moderate weight conflict with the development plan's settlement hierarchy and housing delivery strategy.
The moderate weight conflict with development plan policies regarding location and settlement hierarchy was outweighed by the considerable benefits of providing self-build and custom housebuilding plots to meet statutory demand, together with limited social and economic benefits from housing supply and construction employment, such that material considerations indicated the decision should be taken otherwise than in accordance with the development plan.
