The moderate weight conflict with development plan policies regarding location and settlement hierarchy was outweighed by the considerable benefits of providing self-build and custom housebuilding plots to meet statutory demand, together with limited social and economic benefits from housing supply and construction employment, such that material considerations indicated the decision should be taken otherwise than in accordance with the development plan.
