The fallback position under Class E permitted development rights, which would allow a larger outbuilding than that built, was given significant weight in justifying permission for the outbuilding, whereas the breeze block wall and fencing were found to cause unacceptable harm to character and appearance and residential amenity that could not be overcome by mitigation measures.
