The adverse effects of conflict with ULP Saved Policy S7 and in Appeal B's case modest harm to the area's character and conflict with NPPF paragraph 174, did not significantly and demonstrably outweigh the benefits of housing delivery, economic benefits, accessibility to services, and in Appeal B's case accommodation for a disabled family member, when assessed against the policies in the Framework taken as a whole.
