What decided it
The less than substantial harm to the conservation area and the likely significant adverse effects on the Thames Estuary and Marshes SPA integrity, combined with inadequate living conditions for future and neighbouring occupants, outweighed the modest housing supply benefits.
The modest benefits of six dwellings on brownfield land and minor economic benefits during construction did not outweigh the less than substantial harm to the conservation area, to which considerable importance and weight must be attached under section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, and the likely significant adverse effects on the SPA integrity.
