What decided it

The supporting steel pylon and double-sided digital advertisement would appear stark, dominant and incongruous against the adjacent residential block and surrounding residential context, resulting in an adverse effect on visual amenity that could not be outweighed by public realm improvements.

The public realm enhancements and limited light spill did not outweigh the harm to visual amenity caused by the unsympathetic scale and location of the proposal in a residential setting.
