The proposed development would likely have a significant effect on the Arun Valley habitat sites and cannot be granted permission in principle under Article 5B(1) of the Town and Country Planning (Permission in Principle) Amendment Order 2017 as a habitats development.

Despite the Council being unable to demonstrate a five-year housing land supply and the positive finding on character and appearance, the fundamental unsuitability of the location for housing and the likely significant adverse effect on habitat sites meant permission in principle could not be granted.
