What decided it
The unilateral undertaking's fallback provision allowing market housing delivery instead of affordable housing meant the development failed to meet the identified affordable housing need criterion of paragraph 149(g), rendering it inappropriate development in the Green Belt with no very special circumstances to justify it.
The substantial harm from inappropriateness in the Green Belt outweighed the modest benefit of four new dwellings to the Council's housing stock, and very special circumstances were not demonstrated.
