What decided it

The significant harm to the character and appearance of the area caused by the loss of the open grassland transition zone between the village and countryside, combined with the proposal's conflict with the development plan's infill policy, outweighs the limited housing benefits in the tilted balance assessment.

The limited benefits of a single dwelling's contribution to housing supply and local economic activity were significantly and demonstrably outweighed by the significant harm to character and appearance and conflict with the development plan, notwithstanding the Council's shortfall in five-year housing land supply.
