What decided it

The proposal would fail to preserve the setting of the Grade II* listed building Staups House and would cause less than substantial but considerable harm to a designated heritage asset, which public benefits could not outweigh.

The less than substantial harm to the setting of the Grade II* listed building and the character and appearance of the area was not outweighed by the public benefits of providing a single dwelling and repairing a public footpath.
