The less than substantial harm to the heritage assets was clearly outweighed by the public benefits of housing provision in an area where the Council cannot demonstrate a five-year housing land supply, applying the heritage balancing test and the tilted balance under NPPF paragraph 11.
The less than substantial harm to the character and appearance of the conservation area and the setting of the listed building was clearly outweighed by the public benefits of providing two family dwellings with sustainable technologies on a brownfield site in a sustainable location and contributing to housing supply where the Council cannot demonstrate a five-year supply.
