What decided it

The harm to the setting and significance of Clearwell Conservation Area and the Wye Valley AONB, which are protected by paragraph 11(d) footnote 7 of the Framework, outweighs the limited public benefits of the proposal.

The less than substantial harm to the setting and significance of the Conservation Area and harm to the landscape and scenic beauty of the AONB outweighed the limited public benefits of improved design, highway safety improvements, and socio-economic benefits from a single dwelling
